HIRA and Aspect/Impact

HIRA that is Hazard Identification and Risk Assessment is an important part of  OHS certification system (OHSAS 18001). It involves systematic identification of hazards associated with process activities, rating them using some methodology based on estimation of hazard, classifying them as significant and non-significant (insignificant) hazards, assessing the risk and applying risk reduction method to bringing down the risk to the acceptable level.

Aspect/impact is also a similar concept except that risk is replaced by environmental impact and the study/document is an important part of EMS certification system (ISO 14001).

To take a quality of HIRA and Aspect/impact above par, the system should be simple, user friendly, referable in case of incident  and enforceable. It is not only embarrassing for process owners to face auditors when the system is poorly designed but also dangerous for employees and environment because the  ultimate aim of the exercise is to eliminate incidents.
